The aim of the article is to assess the essential factors determining the implementation of Green Logistics projects for the sustainable development of the logistics potential of Polish enterprises. The article discusses the strategic role of business in achieving goals in the field of sustainable development of logistics processes. It is the result of international conventions and the obligations imposed on the state and enterprises arising from these conventions. Based on literature studies and analysis of existing data, five basic categories of factors determining the development of Green Logistics projects were identified. Within these areas, specific actions were identified as important for entrepreneurs. They were then assessed as a result of an in‑depth questionnaire interview. Special attention was paid to the need for implementing technological solutions, which is crucial for the development of Green Logistics. It was emphasised that Green Logistics can be an important element of the global economic balance.

The article discusses current dilemmas of the European Union policy with regard to the development of competitive and low emission transport in the context of good governance principles. The first part discusses selected assumptions of the idea of public governance reflected in the EU transport policy. Then the current degree of development of the EU transport was assessed. The assessment of consequences of increased demand for transport confirmed the need to efficiently deliver on the strategy for the development of low emission transport. It is also stressed that the implementation of the assumptions of the public governance idea may be seen as an innovative solution in managing a complex network of ties and coordination of policies at different levels and support the shift towards low emission, circular economy model in transport. However, attention has been paid to the need to continue studies on the assessment of efficiency and effectiveness of good governance principles. ; Artykuł jest poświęcony prezentacji aktualnych dylematów polityki Unii Europejskiej dotyczących rozwoju konkurencyjnego i niskoemisyjnego transportu w kontekście realizacji zasad dobrego rządzenia (good governance). W pierwszej części artykułu omówiono wybrane założenia koncepcji współrządzenia (public governance), mające odzwierciedlenie w polityce transportowej Unii Europejskiej. Następnie dokonano oceny obecnego stanu rozwoju transportu Unii Europejskiej. Ocena konsekwencji wzrostu popytu na transport potwierdziła potrzebę efektywnej realizacji strategii na rzecz rozwoju niskoemisyjnego transportu. Podkreślono, że wdrażanie założeń koncepcji public governance może stanowić nowatorskie rozwiązanie w zakresie zarządzania skomplikowaną siecią powiązań i koordynacji polityk na wszystkich szczeblach, wspierając przejście transportu do modelu gospodarki niskoemisyjnej o obiegu zamkniętym. Zwrócono jednak uwagę na potrzebę kontynuacji badań nad oceną skuteczności i efektywności realizacji zasad good governance.

With quantitative and qualitative data, and knowing, at a glance, goal, it was an attempt to examine the relationship between the development of road transport and the efficiency of resource use. The analysis has shown that road transport now gained a special status in people's daily lives. The increased mobility of European citizens caused the greatest responsibility for the transport of energy. This spite of improving the efficiency of these cars and freight transport growth. The projected continued growth of freight transport will contribute to the further changes in the structure of energy consumption by road transport. Despite the high growth rate of energy efficiency improvement of truck drives, the share of demand for fuel by those vehicles will increase in total fuel demand for road transport sector. At the same time the energy consumption of cars will reduce its share in total fuel needs transport. Improvmrnt of energy efficiency of passenger and truck will not offset the increase in demand for energy in road transport. The above regularities define a key challenge facing the transport system – meeting the ever growing demand for energy. ; Posiadając dane ilościowe i jakościowe, podjęto próbę zbadania zależności i związków zachodzących między rozwojem transportu a efektywnością wykorzystania zasobów paliwowych, co stanowiło zasadniczy cel artykułu. Przeprowadzona analiza pozwoliła stwierdzić, że transport drogowy zyskał obecnie szczególny status w życiu codziennym społeczeństwa. Wzrost mobilności mieszkańców Europy spowodował, że samochody osobowe są aktualnie w największym stopniu odpowiedzialne za potrzeby energetyczne transportu drogowego. Stało się tak mimo poprawy efektywności energetycznej tych samochodów oraz wzrostu przewozów towarowych. Prognozowany wzrost przewozów towarowych spowoduje dalsze zmiany w strukturze zużycia energii przez transport samochodowy. Poprawa efektywności energetycznej transportu osobowego i ciężarowego nie zrównoważy wzrostu zapotrzebowania na energię w transporcie drogowym. Przedstawione powyżej prawidłowości wyznaczają kluczowe wyzwanie stojące przed systemem transportowym – sprostanie ciągle rosnącemu zapotrzebowaniu na energię.

Transport is one of the most important sectors of the state's economy. Its appropriate organization, mainly in urban areas, can effectively meet the needs of passengers. Those needs arise from a variety of reasons; however, transport is most often associated with daily access to work, school, college, offices and cultural and sporting facilities. Governments of large metropolitan centers, including Polish government, are facing enormous challenges related to provision of transport. Due to the high number of population, and hence extensive transport needs, these authorities are urged to use modern and efficient transport solutions. The development of society and the access to new technological possibilities and modern commercial solutions have influenced the development of transport in urban areas, as shown in the example of agglomeration.

Potrzeby te wynikają z różnych źródeł, ale najczęściej związane są z dostępem do codziennej pracy, szkoły lub uczelni, biur, obiektów kulturalnych i sportowych. Rządy dużych ośrodków metropolitalnych, w tym również w Polsce, stoją więc przed ogromnymi wyzwaniami. Ze względu na dużą liczbę ludności i wciąż rosnące potrzeby przewozowe, władze zobowiązane są do stosowania nowoczesnych oraz efektywnych rozwiązań transportowych. Rozwój społeczny, dostęp do nowych możliwości technologicznych i nowoczesnych rozwiązań handlowych przyczynił się do wzrostu potrzeb transportowych na obszarach miejskich, jak pokazano na przykładzie wybranej aglomeracji.

"Ocena możliwości transportowych związanych z realizacją inicjatywy One Belt and One Road oraz znaczącym rozszerzeniem zakresu zbytu towarów o rynek chiński, także dla przedsiębiorstw z Polski, stała się główną inspiracją do podjęcia badań naukowych, których wyniki zaprezentowano w monografii. Tworząc powiązania z globalnymi łańcuchami wartości i rynkami eksportowymi, inicjatywa ta sprzyja rozwojowi polskiej gospodarki. Dzięki swojemu położeniu Polska ma szansę stać się centrum spedycyjnym czy hubem dla chińskiej gospodarki, umożliwiającym dystrybucję towarów do pozostałych państw członkowskich Unii Europejskiej i odwrotnie. Publikacja jest adresowana do szerokiego kręgu odbiorców - naukowców, praktyków oraz młodzieży akademickiej - zainteresowanych bieżącymi trendami funkcjonowania globalnej logistyki."--
